New volibear passive idea

Bearfoot:

Volibear can't buy boots, but starts with a pair of bearfeet in his inventory

Bearfeet: Movement speed: 30 Armor 10 Magic resist 10 Active effect: Barefoot, 25 second cooldown For the next 6 seconds Volibear loses 30 movement speed but he can move while crowd controlled. This effect does not allow Volibear to use abilities or auto attack while crowd controlled.

So that stays in your inventory throughout the whole game? Do you get to sell it? Can you upgrade?

can't sell it or upgrade it

It solves his issue of being easily kited without allowing him to immediately impact the fight at the enemy team's expense. I like it, would rather it not take up an item slot though.

I have no idea why you're concentrating on his passive when Volibear has easily the single worst ultimate in the entire game.

You could consulate his ultimate and his E wholesale into the same ability and give him a new ult entirely and he'd still be arguably underpowered.

I see where you're coming from here, but taking up an item slot just makes it not worthwhile. You give up a lot of sustainability in a team fight by losing his current passive. With this passive, the principle of positioning is great, you just get to find a better spot to die though because you blow up from not having increased health regen.
