Yeah it essentially makes her lack of fast clears meaningless. Same goes for Bard or any other similar champ, that's the point really. The procs from her passive are crazy as well.

If you run AS runes, and known how to use your resets, starting on a solo target isn't bad and by the time you get your first clear don't she accelerates through clears pretty decent. Only run it a couple times though.

item 3713 and Attack Speed are all that really help her.
