Say if Irelia gets arrowed by Ashe's ult from very far, and there were no ennemies near Irelia at the time she got stunned, but then suddenly 4 ennemies pop up in front of her (ex: ryze's ult), will she gets the tenacity reduction or she won't benefit from it?

I'm not actually sure and I don't know where you'd find info like this, but intuitively I'd guess that all Tenacity is applied when the CC connects and the duration is locked in at that point. So in your scenario, she wouldn't get the bonus. Like I said, though, I'm not positive.
55976771DEL21 votesTenacity is active only when enemies are near her. You will see something glowing around her head. When it glows it means Tenacity passive is activated.
