What to do about trolling in Champion Select?

Hello, I am writing just to voice a complaint/question regarding what to do during trolling during Champion Select. Just recently, I had a player pick jungle after someone else had already picked jungle. He/She kept cursing at the team and especially the other jungler. This was not someone I wanted to play a game with, even if he/she had picked an appropriate lane. Given the champion picks, we had no real suitable way to switch someone else to cover the free lane.

I left Champion Select and took the time out and LP loss. I'm okay with this as it was my choice but I am frustrated that this is the only real course of action I have. The only alternative I had was to play out the game which at my Elo can last 20 to 40 minutes and I didn't feel like wasting that much time with a rude/toxic player.

There was no way I know of to report this behavior.

My question is: Is there? If not, is anything going to be done to deal with it? It's been around for a while but for some reason it's happening more and more at my Elo. (This may just be my own personal run of bad luck but it is very frustrating.)
