Okay but as a jungler Ivern is great...I guess I could say jungler Soraka would be worse?

Yeah that's why i specified Solo lane. For jungle I'd have to say Sona or Soraka as they can't clear for shit and have no real utility pre 6 while also being extremely abusable by the enemy jungler.

my answer would be Kalista or Corki or Elise or Varus or Zac or Maokai or Skarner or Shyvana or Taliyah but the worst one would probably be Corki

In my ELO (mid-high silver), it's probably AurelionSol . I've only seen one or two that manage to play him without turning in abysmal scores, and even then they didn't make a big impact on the game. I understand he's a high ELO darling, but it always makes me nervous when he's picked for my team.

I might get downvoted for this but my answer would be Ahri , not as the weakest , but as the least helpful She is mostly good at not feeding , she doesn't provide her team with anything unless she plays with Glacial Build
