Play him jungle. So far getting better luck playing him than top.

Used-to-be-Rumble main, still play him a bit, and I will say he's totally fine. People just don't know how to play him so until you get experienced he has a low win rate. But winrate honestly means squat when compared to play rate. I mean, in plat+ Yorick usually has a very high win rate because his mains get him that winrate. Does that mean he's OP? Hell no.

47% win rate jungle, 58% for experienced players.

Granted it is a small sample size so the experienced player win rate may be wrong (although we don't know in what direction). A 47% win rate in the "best" role with a high experienced player win rate warrants concern, yes, but Rumble isn't too much of an outlier.

I feel like his Q needs to have better early Rank damage, but the same late game damage. Right now it starts off at 75 at Rank 1, which is pitiful for how the move is and how you usually only get about 60% of that damage off if you aren't in a full on fight. Increasing the base damage to something like 115/165/215/265/315 instead of 75/135/195/255/315 would be a lot better.
