@riot what is behind the Rumble E change in PBE?

This change could be somehow better but overall I think it makes Rumble even weaker. So could you explain this to us? And is there other changes coming for Rumble? Imo his late game should be buffed. And I guess Rumble should be lane bully? I think he is the one being bullied in lane.

The charge system could have him pumping out rockets a lot faster late game with enough CDR on him, but the one thing I don't like is the heat change. I really liked the rockets for the free 20 heat I could grab and then expend another one while overheated. It saved me a lot, but now I don't think I can do that with this change.
