Kass ult cd is capped at 2 seconds which is the normal cd at level 3 (i think). Teemo can have a max 20 shrooms. Yi can alpha strike almost non stop.

Kass ult is also damage capped (it normally doubles with every cast up to 16x, but in URF it is capped at 4x)
