Go challenging smite, What the fuck else are you gonna use chilling smite on a movement speed? no you get free 20% reduced damage taken by the person you smited, 2, you get free true damage for autoing. Seriously don't take smite if your just gonna take chilling smite.

Maybe if you are a melee champ or someone who needs to be in someone's face to deal damage. However, with someone like ezreal chilling is better than skirmisher's, and rangers is better than chilling.
