I don't get how this system works, like why does it seem to be stacked against one team every game?

Every single match one team is a bunch of idiots with 1 or 2 decent players, and the other team is hard smurfing. Sometimes I'm on one, sometimes I'm on the other. Mostly when I'm in promo matches I get the former team full of idiots, where bot lane loses 2v2 in the early game, and proceeds to run it down for the next 10 mins spamming surrender votes and flaming in all chat.

What you don't see is that the other team has the same collection of people, only they happened to win the Snowball Roulette in that match. The winning team doesn't see a need to flame or play stupid, but it doesn't mean it's not in their heart.

You see, League is incredibly unbalanced. I liken it to a race car tuned with excessive amounts of oversteer. Each corner is a game of League. When you take any given corner, you might manage to keep it steady, even have a superbly smooth turn... or you might spin out horribly. The interesting difference is that League is a competitive game, so with such an imbalance, whatever happens to you will be applied equally and opposite to the other team.

When you spin out, the other team does exceedingly well. When the other team spins out, you do exceedingly well.

League is a game of chance. Whichever side happens to get the favorable game, the other side will unveil the side of them that wants to flame, spam surrender, and so on. This is why it seems every single game has one of these teams.
