How to bring Zed under control
Zed is one of those champs that is undeniably strong despite having a mediocre winrate. What this means, IMO, is most players do not exploit his advantages to their full potential. But this doesn't make him ok. He's a dominant pick and if the Zed player knows what they're doing, it's unfair.
In my experience, I've observed many Zed players with the mindset that he's supposed to be constantly going for kills all day. Not only that, but they tend to overcommit when one of his strengths is actually how good he is at disengaging. They focus so hard on this that they'll also put his other advantages on the sidelines, such as his ability to keep up on CS when he's under pressure and his split pushing.
So in my opinion... nerf those advantages that people aren't appreciating.
Split pushing - To nerf this, hit his waveclear and his DPS against turrets. Trade some damage on his skills for armor shred, which would retain his assassination potential since he synergizes with armor shred. Change his W's passive from bonus AD to "increased physical damage vs champions."
Disengage/safety - This is difficult because I think fucking with his instant teleports would be too harsh, and hurt his gameplay too much. Perhaps his assassination needs to require more commitment to get full damage. For example, Zed's ult could deal reduced damage if he is not near his target when it pops. This means if he chooses to disengage he is less likely to get the kill. So the reward would scale better with the risk he puts in.
