why is riot against players climbing the ladder?

they've made it hard to a ridiculous extreme.

I made it into my S4 promos, my MMR was pretty high actually. Instead of being placed with other people in Silver 5, They placed me with 2 unranked, 1 b3, and only one person who's in my elo. ????
