Poppy has been advertised as next in line to be updated into modern play since at least 3 champions have been released, a half dozen major kit reworks and a couple visual overhauls...
Yet still no word as to what their plans even are.
She's the next full kit update. Trist, Veigar, and Zilean all had basically a single ability changed in any major capacity, and Morg is just getting some new, exceedingly dumb looking projectiles.
... 3 out of 4 skills changed on each of veigar and zilian count as a pretty significant overhaul... poppy doesn't really even need 3 skills to change... just 2 and some stat updates.
She's expected to be the next "Sion level rework", but there will be several updates before her. There's always the possibility that it straight up doesn't work out and she gets shelved in favor of Urgot.
That's why the info is vague and promises aren't being made.
Which is sad considering her charge is the worst part of her kit.
Poppy walking up and doing a bunch of spike damage? toxic.
Fizz doing significantly more while bouncing all over the screen? Working as intended.

what kills me is they have the time to do all this cosmetic crap like touching up dragon pit, these dumb chroma packs, as well as skins for champs that have half a dozen already.
Sion just got a major overhaul a relatively short time ago, same with tristana, the forums have always had rage posts about veigar, before because his wall was instant cast, and now because his wall isn't instant cast, Zilian has always been obnoxious because he can turn bot lane into a game of red-light-green-light with his ult (still can, and is only a little bit less obnoxious now), and Morgana isn't getting many really huge changes, from what I heard. Overall, unless you were talking about kit reworks and visual updates that have happened a while ago, Poppy has been a relatively quiet topic because she hasn't been broken, but hasn't been so abysmal that she's useless. She still does things, but she is in that weird could be better/ could be worse gap where riot probably doesn't really know what to do with her.
I feel Morgana got an update only due to popularity. TBH they will get their one day with poppy but as for a zac skin I feel it just won't happen. They still haven't released a look a like majin buu skin that would get so many DBZ insta buys or any other skin for him other than the purple symbiote-ish thing which was a alternate launch skin.
Morgana update isn't anything big. Poppy- Lux- Chogath- Fiddles sticks and so many others need reworks. They will get there 1 day, You just shouldn't worry about it. Its like beating a dead horse. They hear us but...The time to implement is a little large.
They already announced the final wave of texture rebalances at patch 5.8.
