Is blue support gone forever?

Soraka's mana refill, Taric and Lulu's AP buffs, WotA's AP/spell vamp aura, all taken away quite a while ago.

Think blue support will ever be allowed back?

Obviously mana batteries (KotL in dota, Nymphora in HoN, and malfurion in HotS) won't have the range in LoL since so many people use resources other than mana.... but "less effective in some circumstances" shouldn't mean "off the table entirely."

Is it gone simply because there are circumstances where it may be more powerful than current meta, and therefore can't be balanced as easily (as was the case for removing the rest of the auras)?
