is there a way to track the progress for your honor level?

No, and they don't intend to add one since apparently the calculations are more complicated than "You have X honour xp and need Y more honours to get the next level", and hence don't really lend themselves to a progress bar sort of thing anyway.
Does it matter? Does it truly matter? If you are a good person and player who does not abuse their team and gives them honor when they deserve it.. you will get there.
Stop. Being. Greedy. It is as simple as that. Patience will reward you. Anything else will only hinder your state and your progress towards your goal.
then, if take you long time to level up , it'll take you long time to be level 1 and 0 too?

Ok, ok there is only one reason, and one reason only I care about the Honor Progress system. And that is I want my freaking Key Fragments! Cause apparently that is the only way I can get one (without buying them or using some other in game credit system ie tokens) to obtain one.
