being at least lvl 4 with a champ to play it in ranked

please consider this make it a condition to be at least lvl 4 on champion mastery to be able to play him in a ranked match if you want to do first time or learn a champion then go for normal games that's what they're for once you're ready and you're at least lvl 4 go for a ranked and don't give me that "first time" on a ranked match...
