People thought he was bad when he first got his rework. Remember when he was just reworked? With the insane low mana costs on all of his abilities and the ridiculous amounts of damage he did in lane by shouting minions at people?
Only then, after his nerfs did he see a lot of play, no doubt because some LCS picked him top or jungle with the new Cinderhulk and people stopped buying fighter items on him and saw him for his true full tank potential.
But like everything, the LCS get bored with their flavours of the month and move on to other exploits, and the sheep follow suit. It's not that his recent nerfs gutted him or anything, he still has the same strengths and weaknesses as before.
Personally I think its the counterpickability he has currently (Vayne) and his overall clumsiness makes him a hard champion to master.
I haven't seen many Maokai's or Malphite's top recently either.
