Do you think certian champions potential should be locked to being paired with a certian other champ

I'm obviously talking about Rakan and Xayah here, Do you think it's fair that rakan can only be played to his full potential with a xayah, and does it make non-xayah rakan too weak, or does it make Rakan with Xayah too strong of a lane.
