Why? Cause support items have cdr on basically all of them. We don't need 20% on this thing. We'll have 45% by the time we finish our builds anyway. We could use some more ap or mr though. Anyone agree?
LostFr0st1 votesIt is a "support" item, but it's for enchanters, not bot-lane mages. There are champs mid who buy the item and need the cdr for their builds (Karma, Lulu, etc.)

Well, when you mention gals like Karma, which reminds me of Lux, it makes sense.
Actually, most enchanters don't have the damage output to make use of the passive, so it's better for utility-style mages like Lux and Karma than it is for someone like Nami or Janna.
