Teleport balance thought process

I realized why teleport is balanced the way it is. I think the discussion in riot hq went something like this:

Guy 1: It looks like a lot of people like running ignite. It helps give them kill pressure in lane and allows 1v1 outplays to be more rewarding.

Guy 2: Yeah, but often the LC$ cameramen can't always track those outplays. In fact it's usually better for him to focus on mid and bottom lane since those are the lanes that matter.

Guy 1: I know! What if we took all the play that happens top, remove it, and allow them to redirect their freed up focus to other parts of the map? We could severely buff teleport!

Guys 2: I don't know. I think a lot of top laners like being on an island with their opponent and even chose top lane for that specific reason.

Ghostcrawler: Screw them.

Guy 1: Now this might have some significant side effects that we haven't thought of. For instance defensive scaling fighters might get way better now that so much of their laning burden has been removed.

Ghostcrawler: We'll just nerf them.

Guy 1: And compensate the aggressive fighters, right?

Ghostcrawler: No.

Guy 2: And this might also be significant regarding the melee vs range issue. Aggressive melees rely on ignite to go all in on ranged harassers. If we do this not only will their kill potential be reduced but chunking out a ranged harasser won't give them time in lane to catch up. They'll just have to passively farm the entire laning phase.

Ghostcrawler: I'm confused. What part of that is something we need to concern ourselves with?
