Vladimir's current state

Lets agree, he is too weak right now. Last nerfs forced him to play pure ap once again because now with visage he literally has no power at early game. He can't play on top either due to low damage and health cost on E, any tanky damage dealer champ who starts with shield might destroy him easily.(According to my wievs on high elo games). On mid lane, he is starting to be strong during end mid game where he has at least 2 core items. On late game ofcourse he is still strong but I literally didn't get the point of reworking him. Untouched vlad without wota would be the same vlad now without all the buffs and nerfs. I literally can't get the riot's logic.
