Ok something that has been bugging me a while is tibbers. It's a ranged, instant, AOE stun (with buff) that also creates a pet to use by annie. Now that on top of all that it hits like a truck. I was just playing against an Annie (as xerath) and got flash ulted @ lvl 6 that took half my health away when all she had was a item 1056 and aitem 3010 . Now, it wouldn't be so bad, as i have had large chunks of health taken away by other abilities, but to be stunned for 1-2 seconds, i couldn't actually retailate. but then i get dropped because of the other two abilities. Why is something so powerful have such a low cooldown with 120 seconds down to 80 seconds at rank 3?

On top of that, why did you make veigar's aoe stun a charge time, not like it deals damage, and anybody within the circle isnt even stunned. yet something like this gets massive damage on top of a stun.

Possible fixes: -Reduce the damage overall. Annie is already a massive threat with the AOE stun, and im not saying take out the damage overall, but drop it down a bit to where its not chunking people for half of their health with no ap. This way you still get the great group set up, and annie gets to keep some of her damage.

-Add a small charge time. Make like a flaming circle around the point where tibbers is gonna drop like 1-1.5 seconds ahead of time, and that reduces some of the threat of the flash into ult annies. We all know that any annie worth their salt is not gonna drop a tibbers unless she has her stun up, and an instant bear drop to stun a group of people with 425 + 80% of AP is just gonna wreck anybody it lands on. So at least give them an opportunity to get away, instead of the only warning being: "Annie is coming to get you!" Unless a champion is fed, no champion should have the "if you see me you better run away" attitude, players should be able to attack or defend against a champion instead of just running away.

-This is the most controversial, as I'm sure a lot of annie players will argue about this one (if the comments under this aren't gonna fill up with hate already), but take the passive out of the tibbers ult. She already has an aoe ability that can utilize the stun, it just makes it be a bit more situational. The tibbers ult will still have massive damage and could still be instant as well, but taking the passive out of the ult could do something to help actually counter annie past 6 besides her ult being down. Yes, i know: "Every champ has their weakness, just engage annie when her ult or passive is down." Ok, but unless caught out, no annie is gonna try and engage without her passive, and what are you just gonna wait until she ults a minion wave?!

Just saying either support or mid lane, tibbers is a huge threat and everyone knows it. Just put some balance into it instead of just saying "its fine where it is your just mad cause you got beat by an annie." I've faced plenty of annie, and i've played a lot as annie, so i know what im talking about.

A 1-1.5 second delay on her ult? Veigar's BASIC ABILITY has a 0.75 delay and Riot giving him that delay turned him from "meh" to completely unplayable. You are basically suggesting that Annie's ultimate be made worthless with that change, it would never be used to engage again. Flash R would become Flash W.

I'm sure Riot will make her Q a skillshot sometime soon. I feel that will completely balance her out.

Any changes to Annie's kit in its current iteration either makes her a shitty burst mage with shitty range and an OK passive, or makes her an oppressive burst mage with shitty range and a shitty passive. She requires a rework to become "non-toxic" but here's the deal, her ult is avoidable. Annie's play pattern is predictable, and she is easy to punish people who are out of position, but this is true for many, many champions in League. If you step even the slightest bit out of position you can, and will be punished.

Keep in mind, if she is saving her stun she isn't pushing the lane with her abilities. Annie's who are out to get kills can do so pretty easily, but they sacrifice lane pressure to do so. Push her and then roam, and as Xerath there is no reason she should ever be able to engage on you, I'm sorry but that is just you playing poorly.

At level 6, when she wants to kill her opponent, all the opposing laner has to do is shove her under turret by pushing the wave with spells, and then rotate bot/top. And, with how much power is tied up in Annie's passive, Tibbers stun being a delayed projectile wouldn't be ideal, because Riot would give her extra damage or range to compensate.

So, I must reiterate, Annie would need a rework. Her passive can't be on a timer, and Tibbers can't be a delayed projectile without significant balance changes to Annie's kit that would either turn her into an oppressive burst mage and/or give her an extended initiation range.

And taking the passive out of her ult wouldn't change how she functions. Instead it would be Flash+Q/W, with a Tibbers follow up.
