Which Riot has even deemed a failure I main Taliyah in mid lane but the amount of short ends and unfinished thoughts clearly visible in her kit prove that they did not know what they were doing upon creating her.

You're probably not going to see that style. Champions are designed to be immediately recognizable when you paint them completely black and put them on a white screen. Making another mage with a traditional robe and staff will just muddy things up without some attrocious levels of design work.
