How can you expect low elo/new players to ward?

WHEN THE CONTROL WARD IS AT THE BOTTOM OF THE RECOMMENDED ITEM LIST

How can you expect them to purchase or even think to purchase one when most of the time you have to scroll down just to see it on the menu. Players are too busy (at least newer ones) trying to decide what to get from the top of the menu to worry about the bottom. Then if they even get to the bottom of the menu, what are the chances of them even having inventory space to be able to get one? The control ward needs to be moved up higher on the recommended menus or at least not be dead bottom.

Urgot doesn't even have one in his recommended items and I believe Kayn loses his from his menu once he transforms.

Control wards are maybe a slightly more advanced step compared to warding, which I feel like new players are encouraged to do by virtue of the game autobuying them the warding totem if they leave base without manually buying one.

Once they get using regular wards down, then they can start worrying about vision denial.

edit: That said, I certainly feel like every champion should have control wards on their recommended buy page.
