You can use 
at level 10 but you cannot get a second rank into your R. There is apparently a level cap for that. You still have to wait until level 11 to get rank 2 in R (I assume it is the same for rank 3 at 16 and not 15). So you don't need to worry about rank 2 ults at level 10 and it isn't an option for you to take advantage of if that was what you were expecting.

I mean I thought I would be able to accelerate my skills by 1 level but it doesn't go for ultimate so supports like Soraka, Janna, and Sona can't get that early rank 2 R (which is a pretty big deal for them). I mean, I still like the coin line but I think people should just be aware that the extra skill point doesn't let you get R one level early.
