[HYPOTHESIS] How much would gameplay balance be thrown off if Flash were built-in like Recall?

Flash already has around a 98% pick rate among the Summoner Spells, even though some Champions like Hecarim might go without it. It basically leads to little-to-no variety in terms of Summoner Spell picks.

Now, humor me for a moment, but what if Flash were suddenly changed to be built-in for everyone like Recall?

Would this make the game unbalanceable, or could it lead to more interesting gameplay? Being able to take Heal and Cleanse as a carry would certainly be useful.

EDIT: Also, food for thought - What if Exhaust prevented you from using Flash?

I like this idea a lot but I think the larger problem is there aren't enough summoner spells over all

Riot says they dont do this because of the potential combos. Flash + Ignite + Exhaust. You will never lose a duel.

Time Cleanse right in 1v1 and you negate both Ignite and Exhaust. Or you can use it against someone who only has one CC like Vayne and she loses a huge advantage.

Blink dagger does everything flash does but better (even how it is not a must buy is better than flash).

Except as a combat escape. Which is 1/2 of the use of Flash.

I think that is also better because that is what makes it not a must buy, you can do more with it as an active than flash because it isn't a guaranteed get out of jail free card.

The game might possibly become more cooldown reliant and less interactive where you basically just have to wait until your summoners up to do anything at all because the difference between a 3 summoner advantage and a 1 or 2 summoner advantage would be pretty big. You never know though.

If not force flash as a 1600+ gold item that adds no stats or as set of boots.

Why not just offer 3 summoner spells? You would get the same effect. I don't think I like giving that many summoner spells though, so we probably shouldn't. It's probably better if every aggressive mid laner doesn't have ignite and exhaust.

Cool... so everyone could get a free cleanse and make CC and ignite less effective and QSS rather useless, not to mention certain assassins and ganks in general.

If bot would run summoner 4 summoner 7 summoner 1 and summoner 3 , they would be pretty much ungankable by the jungler, unless the jungler is a lvl 6 WW or Lee, or someone with a displacement effect.
