I think it's gonna have to be TF's Q
Just a skillshot that goes in three directions and does damage. Nothing more than that. No other mechanics.

That was me. Personally I think it's just Jax W or Pantheon Q like a lot of people said for simplest ability.
Hah hah thing is Jax W is an auto attack reset that he can use during his E and interacts with his Q and passive Pantheon Q has a crit mechanic and interacts with his passive
TF Q is entirely just damage

What does 'during his E' have anything to do with anything?
And the interaction with passive would be on his auto, not on his W.
The part with his Q I gotta agree with though, prob not simplest ability then.
That being said, TF Q is AoE, three projectiles (more visuals), it has to be coded to only hurt a target once even if they get hit by multiple cards (comparison, old Graves Buckshot did extra damage if it hit them with multiple shots, it was also a three projectile linear skillshot, but different spread and faster projectile speed). It also needs projectile speed, projectile size, spinning animation, and throwing animation on TF.
I considered that but didn't bother mentioning it because it is the simplest ability.
For Jax, being able to auto attack while under counterstrike effect, which ties into all his abilities.

heal shit
w heal shit
Q interactions (gives ally Q buff if she has it), costs health. Not sure if passive crit heal would count, but if so, that too. Animation, effects.
There's a mechanic on it. You cannot cast heal if below 5% maximum health. Also interaction with Q.

stun in straight line
Hah hah not really. But gamewise the E key has two functions rappel and web. Also it is a stun so it naturally has more mechanics than damage (stacking CC). Also it grants vision
