Late

Are we talking 1v1 or in teamfights?

I believe Trundle, Irelia, Mundo, Kayle, Poppy, Udyr, Ryze, and Tryndamere are capable of dueling with Jax in the late game if you play the fight correctly (avoid counterstrike, occasionally disengage to make his passive fall) and they scale well in general. If they can't fight him, they are generally strong enough to kite him around or offer more in teamfights.

Who outscales Jax top?

Only champions that Jax was specifically designed to beat in a 1v1 situation. And Nasus.

If you're looking for a better midgame then him, there's rumble. If you're looking for late, there is The dog and Ryze.

You don't outscale Jax. You destroy him in lane and outplay him there for him to be far enough behind to win the game before th 45 minute when he slowly gains his equip anyways.
