I don't think Riven is overpowered.
A bit annoying, and a bit too strong when someone knows how to animation cancel with her. But I don't think she is OP.

You stated an opinion, admitted her faults, and restated your opinion instead of trying to refute her flaws (which, face it, every champion has).

She is the most popular top laner in high elo with one of the highest win rates and she also sees competitive play

2 AOE hard CC's on a fighter with an AD scaling shield+ like 4 gap closers and low cooldowns that are shorter than most fighters cooldowns? Oh no of course not she is perfectly fine as she is. Not like the champion designer stated that he regretted releasing the champion as the champion currently stands.
I agree, she had been nerfed enough, although the animation canceling is bullshit and she should lose it without compensation considering riot never balanced her around it, and admitted it wasn't intended.
Problem with assassins and low elos is that it takes strategy to detect their weaknesses.
Assassin's strenghts are clearly visible while their weaknesses are a bit harder to find, but once you do, they are weaknesses just like any other champ.
Riven is easy to CC and once you do, bursting her down is easy if you work together. Poking riven down is another good method to beat her, as well as flashing / juking her CC and (now slower moving projectile) ultimate.
Champions like Zed, Garen, and Renekton can make Riven's life living hell.
She is a strong laner that has counters in lane. She's a champ that forces you to play smarter, to get better at the game. There is nothing wrong with that. She isn't unfair, she's a bit overtuned and I would like seeing some changes to her, but I would not say she's OP.
OP is stuff without little to no meaningful counterplay that is just plain unfair. Shit like Annie, Cho'Gath, Devourer Warwick, Pre-Nerf Rek'sai/Gragas/Sejuani.
My problem with Riven. Cooldowns? Non existent.
There's a big difference between OP and broken
For example, Kalista
Her kit is so overloaded and annoying to to deal with that she's considered broken. Changing her damage numbers wouldn't fix her. The only options with her are gut her, or keep her extremely strong

Riven's personally fine. Not really OP, not weak -- but her animation cancels are iffy and a bit..Unfair, considering she can add a steroid of damage to them with her passive. Fix the animation cancels and she'd be in a perfectly fine spot.
But if the Riven main is full of themself -- personally I would say 'fuck em'. At least have some dignity and not go 'GG ez' at the end of games. But that falls for anyone who has the gall to behave like that. Just happens to be Riven/Vayne/ezreal/Teemo mains lately.

She isn't overpowered. She's downright frustrating to play against when, for some reason, every riven I play against knows exactly when they win a fight at all times.
I mean, COME ON. HOW MUCH PRACTICE DOES THAT TAKE?!
That's because you're really bad with her. 3 matches shown in match history (all losses) and your cumulative KDA in those matches is 16/39/19. You mostly play mid-lane mages, then expect to grab a hold of Riven, who is a completely different beast, and be successful in ranked?
Practice her more. Learn how her animation canceling works. Personally, I will not take her into ranked until I can learn to play her like BoxBox. Literally.
She needs kills to get rolling. If she doesn't kill you, her lategame is weak. However... She makes the laning phase very boring for the opponent.
She isn't OP... right now. But she used to be and I think everybody can agree with that. Why people hate her? Because of how her kit is overloaded. I think Riven can be compared to Kalista: both have overloaded kits for which they will be hated for eternity, no matter if they will be OP or not. Tbh, with newest trend by Riot to release as overloaded champions as possible, I think we will get some more champs who will get the level of hatred that Riven and Kalista have.
