by definition. lifesteal in league is affected by all on hit physical damage. HOWEVER. crit is not an on hit . crit is an on attack modifier. as it stands currently lifesteal is bad on on hit champions. and ridiciulous on crit builders because an adc that heals for 400 hp per second is very hard to burst down.
make lifesteal not affected by crit.

Look at it this way, %chance dodge means that you always can dodge, where as cooldown dodge means you will have points where you absolutely cant.
This game has too many actives as it is, frankly.
