idk why op champions like that get such minor nerfs. he still is complete bullshit.
honestly easy way to fix broken things like that is more bans. every patch 5 or more champions need to be ban or you have a very high chance of losing.

YUUKI VK2 votesyep lol. idk I don't hate yi as a champion but how much damage he can do is way to overkill that and how he runs at 530 MS or more. all he really needs is his ult stats to be lowered by a good chunk or make his ult have a much higher CD at all ranks like 30 seconds more. yi is a ult reliant champion one of those will help or a mix of both.
and well we have needed more bans for 2 years now. bit riot from what I have seen think it will mess with pro play, tbh idc they play whats disgustingly op or what goes super well with the comp. more often than not its the op side of things.
even one more ban per side will help.
and the end of the day more bans help with balance big time. since the broken champs get ban then people play whats strong not op af stuff that has a decent amount of counterplay.
