Can we surrender at 10?

if we can't stop the snowball derby.then can we at least surrender at minute 10. because most of the matches i lose. the nexus doesn't get destroyed. we just get stoped by insane 3-4 people ganks and then thats game after few kills and one or two towers lost. i mean we get turret dived at level 5. the turrets are useless. and then starts the jungle camping. your jungler can't farm and the rest of your team thats trying to farm gets ganked. and you can't ream fight because you're behind. I don't get what riot plan is I really don't.
