Lucian is the worst ADC right now

Lucian has been Sejuani'd. Being Sejuani'd refers to when a champ is OP and is nerfed due to a specific item combination that works too well with their kit. As a result of this combo being balanced on other champs, the specific champ is nerfed instead of the items, which made Lucian receive 2 sets of nerfs that made him kinda crappy but still viable, at around a 48% winrate for a couple patches. Then, Vayne received buffs, and Ghostblade went into the trashcan, forcing Lucian to revert back to the crit build. However, unlike Jhin, who isn't that bad with Crit Build, Lucian's crit build makes him build a scaling build on a champion that doesn't scale; it makes a lane bully lose every single lane to every ADC except URGOT. This is going to be made even worse with the fact that Kalista is going to receive buffs soon and there are no other changed planned for ADC, which will leave him in this terrible state of uselessness. On top of that his play rate is still super high which means that there are a ton of players running around playing an awful champ. Imagine if Yasuo had a 44% winrate and you had him 1/6 of your games. Feelsbad.

Proposed changes:

Revert Lucian Q nerfs, including both his range nerf and his damage nerf.
