Here's what I don't get

Riot is reworking Ahri because her damage revolves too much around one ability, but at the same time they are changing Fizz so his damage revolves primarily around his ultimate.

I believe the Charm change is primarily because with Charm being a rather unreliable skill shot and yet being essential to hit for her to do her best damage, it can feel quite bad for Ahri players when they miss that Charm and have to wait for the cooldown before trying again. With the current change, Ahri players don't need to feel bad about using their burst without a landed Charm anymore.

Fizz got his change for a very different reason - a Fizz is often capable of killing an enemy champion without ever using his ult and that's not great because it means his kills can be low investment for high reward, and he can very easily move onto another target seconds later while always having his ult as a backup. By tying up more damage in his ult, Fizz has to invest more (i.e. the only long cooldown ability he has) in his kills and can't just 1v1 every enemy champion in turn, saving his ult to take out the slightly bulkier targets. It's also worth noting that his ultimate is 100 times easier to land on a target than Ahri's charm as it ignores minion block, and someone who gets instakilled by a Fizz who used his ultimate can at least know that the rest of their team is less vulnerable to him while his ult is off cooldown.

It looks a bit contradictory but I believe the basic point of the Ahri changes is to make her feel less bad about using her abilities without landing a Charm, while the basic point of the Fizz changes is to force him to invest in a kill, as well as giving him at least some period where he's not a massive threat to your team.

I agree with what you say about Fizz but I don't quite get why everyone's so upset over the Ahri changes. Seems like a happy medium of S3 and S4

Ahri is being moved into more of a mage.

Fizz is being cemented as an assassin with healthier play (needing to land his ult and skills or severely outplay his opponents without ult to kill someone).
