Can Annie passive get Ryze treatment ?

Make annie passive lose all the stacks if she doesnt cast a spell for long enough. This way annie can still do all the things she always did but she wont hold a stun for half of laning phase giving you small windows of time where you can actually fight her without getting stunned.

Ryze's cool downs a much lower, and his skill shot requires a hell of a lot less mana, so it is much easier for him to stack his passive. If you want to sit their and spam annie's spells good luck having mana for a fight.

That fact that she can hold a stun is the whole point of playing Annie.

Even on Ryze that mechanic feels super clunky and awful. I don't think people would play him if he wasn't super strong.

I've seen this question asked before. It won't do anything. Annie's spells have high mana and moderate cooldowns, how will she be able to peel anything off of her if she has no stun because she has no mana to spam the spells to get to 4 stacks? Also, she's the counter to mobility, she will stay that way. Doing changes like this messes her up too much.

Make it so that if she doesn't use the passive within 4 seconds the duration of the stun is cut in half.

While it's not hard to work around this. Her CD's outside of her Q are not less than 4 seconds. If she uses her shield, wait 4 seconds then attack. She either has to attack back for a smaller stun, or has to give up the trade and wait to attack back when she can get a longer stun.
