I don't feel like Akali is getting a major buff

So this PBE tweak isn't going to be the end of the world.

I've been talking to people and there's a couple of things that we can all agree on. The first is lower CD on her E is probably going to make her run out of energy faster. Sure you can get her burst off quicker, but when she's done, she's done. The second thing is that the AP buff on it isn't going to break her into a 54% winrate tier. It's nice but it's not a prime laning skill anymore. The third thing is that until her E procs her Q mark again, she's probably going to be oppressive like she used to be. And the final thing is this tank meta is going to make it a little harder for her to assassinate people even if she does get a small win rate bump.

Basically Akali has the assassin/ADC problem and this update isn't going to change that: they are great when they are ahead and useless when they are behind.
