Okay whose bright idea was it at Riot to make Oracles permanent?

I tried playing and I couldnt do anything because I thought the enemy was buying oracles every back. I laughed at her for wasting thousands of gold (she died 15x and had oracles up EVERY TIME) and after the game she says she only bought it 3 times and it persists through death???

People are even buying oracles when I play now because its so easily accessible and carries zero risk. This basically is a giant "f--- you" to every champion with any stealth at all.
