Fixing MR and Armor Pen

In order to make Melee and Defensive stats more valuable in the game what if:

Void Staff +35 MR Pen, and remove 35% MR Pen passive Last Whisper +35 Armor Pen, and Remove 35% Armor Pen passive (If the % passive on Void Staff and Last Whisper were removed, should there be a cost reduction?)

Archmage, Warlord, and Devastating Strike masteries +4% pen all levels

Major Buffs to the Entire Def masteries tree are also needed, it is the least valuable tree to put points in right now.
