I mean you're doing the same thing to Sion and his HP. Might as well do it to all other champions with scalings like that.

Except Sion doesn't (to my knowledge) gain any less health from items than any other champion.

His base hp is just bad.

This. And Veigar's base AP is the worst possible. He starts with zero AP. ZERO!!

I don't know about his mana regen, but it might be a little lower than average to account for his passive.

What I'm reading here is "Destroy Veigars early game." Either ban him if you hate him so much, or have your jungler pick someone who can gank a lot, so they can just keep Veigar from farming at all.

Thats literally like saying "Reduce the health gain Sion would get from items." I mean, Veigar starts with 0 AP. Atleast Sion still gets HP/level.
