Presence of Mind with Multi-Use-Ultimates?

Hello, i tryed some stuff again, and i saw some wierd interaction. Presence of mind reduces the Ultimate cooldown by 10% if you can achieve a takedown with it. It totaly works with any champion besides champions who can use their ult more then once after they actiavted it. Champions like Ahri, Xerath, Jhin and Yorik. Im not sure if its the same with champions like Camile, Brand, Fiora, Illaoi, Ivern and champions with similiar abilitys.

Any Ultimate that can be activated multiple times at the cost of only 1 cast, or champions with ultimates where the cooldown starts at the moment their "active" part disapears cannot get the CDR from pressence of mind.

Now my question is, should it be like that?

I mean you can get 4x 10% of ult cooldown with jinx ulth, or far more just with yoriks ult. but why does it work so wierd? And why i am still able to take this rune with those champions?

Bonusquestion: Shouled there be a rune for champions who use Energy as their ressource?

The other day, I was playing velkoz and my laser killed someone and presence of mind didn't give me my CD. I figured cos it was in toggle and the CDs don't kick in until the ult finished casting.

But if you say it works for the toggle counter ult users (ahri / jhin) , then I find it weird how the interaction changes even when they are all toggle ults.

Their cooldowns begin when the ultimate is done channeling or when the buff wears off. So you won't start refunding the CD until they start their cooldowns.

I can personally attest that the CDR from PoM does not work with active Ivern or Pyke ults; even though their abilities are cooling down in the background.
