Most of the assassins I play are gone, this leaves only shaco playable. Another champion when Mastered will make your life a HELLISH one. He is there somewhere in your lane unlike an evelynn, he will kill you with ignite and smite.

Veigar is not an assassin, and he is not weak. He can mass CC and burst an entire team all at the same time. In fact he is stronger now because he can poke from a distance too.

I don't believe what riot said, I actually played the champion to find out... He is perfectly powerful as he is right now. Rush Ludens Echo and you can kill 2 people with 1 Q + W

If you know where they are, how low they are, and whether or not they have smite, then sure go for it.
If it's an early game jungler/dueler like 
then do not unless you know for sure that you can quickly take them out without retaliation.
My start where i dont invade is 2 boxes at gromp/kruggs then 2 boxes just outside blue/red buff so they dont activate then i get a leash at the first camp and then clear out the buff. Normally I can get both camps smiteless and then can go gank from there or just get the 2nd buff quickly with smite then gank. Or you can stack 4 boxes at red starting at 0:56 then invade or gank mid from there. Always start W then go with Q so you have an escape and better gank potential.
