adcs beyond lv 18 get pretty high hp values (arurf)

lately i was a lv 19 brand with rylais and liandrys, getting a total of +600hp from these 2 items the enemys had a lv 22 varus who had more hp than i did. without any items that give him hp. adcs get really sick hp growth after lv 18

And, it is not like adc's are bad in urf. Infact, I find most of adcs broken in urf.
