He didn't buy a ga or randuins and that's why it's allowed. Stop thinking there isn't counterplay.

The only problem is a rengar can build both a randuins and ga and still instagib his target.

He can only do that if he's ahead. If he falls behind he can't kill people nearly that fast, and as such if he does get ahead all you have to do is turtle until you catch up. With good team rotations and CC use he might be able to one shot one of your carries, but he won't be escaping afterward.
