Why is Galio considered bad even if he's dependent on ult?
Late game their team won't engage as much as possible. It's not even as bad as karthus' ult. Galio is an mr tank and maybe hp stack a little. Why not use galio over other mages late?

I honestly dont know. Galio counters Zed pretty hard early since he cannot be killed by Zed or poked down due to his W and can hard counter a Zed tower dive. He hardcounters LeBlanc and doesnt have mobility for Malzahar and Lissandra to counter. He is pretty hard to gank due to a Q+E combo and is naturally tanky.
Maybe people dont like him being Melee or something?
Probably the fact he's a melee with bad early mana costs, mostly unreliable poke, and clunky attacks that's supposed to fit in a lane vs APs. Otherwise, he has no gapcloser so his ult is really only great if you flash or have your team set up for it.
He doesn't seem bad, but he's pretty teamwork reliant and niche.
I think the reason is because he does not bring what melee AP's should, which is heavy AP Scaling like Katarina, old Fizz, Diana, etc. He has super high mana costs like fizz, but what benefit is he getting from having a hard time in lane? Pretty much nothing, but his ult to CC people.
Galio is strong against AP champions (primarily ones with DoT abilities), which are becoming more dominant now that tanky junglers are here to discourage AD assassin picks. He's melee, which makes his early laning a pain no matter where you go. He needs to get Chalice before he can afford to poke, and Galio players have to learn to land his Q. He requires precise timing and positioning for his ultimate to be impactful... If you miss that Malzahar that's on the edge of your ult, he's going to silence you. If you ult an Udyr in Bear Stance, he's going to ox-punch you and stun you. If you flash and miss, you're suddenly without any really good way to initiate/counterinitiate/escape. His itemization has been nerfed hard over time (Force of Nature is gone, Abyssal Scepter's aura range was nerfed, Spirit Visage lost 10% CDR, etc.) and magic penetration is both easily built and very strong because of the Season 4(?) changes to the way % and flat penetration are calculated.
He's practically unkillable to any AP laner once mastered, but he's not the best at getting kills before level 6... He's also very difficult to farm with before you get your mana regen flowing.
