Impossible to rank even when doing good.

Ive had afks ,trolls, feeders.. ALMOST EVERY GAME ... ive had a guy banning my champs in champ selection and admiting doing it on purpose and hes still playing , i made a ticket with screen shots (see my previous post), the guy still plays, ITS OBVIOUS THAT IF YOU DONT BAN THESE TYPE OF BEHAVIOR FROM THE GAME, THAT IT WILL KEEP HAPPENING IN EVERY SINGLE GAME. DO SOMETHING.

I keep doing great, having s-,s,s+ in my games , but teams just REFUSE TO PLAY just 2 games ago i had a lux simply afk at fountain, walking from time to time and backing ... until the game was over until my jungler did the same and my adc just afk farmed the whole time...

The thing is, i made it to diamond 4 on another account( dongerstruck , currently plat 1)... It feels like the MMR system just doomed this account for some reason i cant climb. ive played over 100 games and still hardstuck gold. i dont get it, ive played around the same amount on my other account and managed to get diamond, i have around the same cs, the same kda, just CANT climb... whats going on..?
