I remember that QSS used to remove fiora and zed ults. but neither of those acts as CC. directly speaking. camille ult is not cc. however technically it is because you can't move beyond a certain point and it isn't very far away.

It doesnt have up-front Damage attached to the ultimate. Just an on-hit effect with autos and anchoring the target that is caught in
The Hextech Ultimatum. Also it only scales with level. Range 475 all levels. That's how its balanced.
Compared to a similar ultimate:
Cataclysm has up-front damage scaling with levels 200/325/450 but it also has an AD Ratio of +150% and has a shorter CD. You can still flash out of it or dash because the damage has been done and its to multiple targets as well. Range 650 / 325 / 825
Camille ultimate is fine.
