New Rune System, Emotes, and Rune Pages

I'm sure I'm not the only person who is disappointed with how rune pages will work when the new rune system comes in preseason. Runes should, in my opinion be 100% free - including the pages. I've had an idea that has the potential to make as many people happy as possible.

Currently, there are 20 mastery pages available for free to everyone, while only two rune pages are available for free, and up to 18 can be purchased. When the new rune system launches, Riot plans to remove masteries and integrate them with runes. The current plan, as I understand it, is to continue to use the current system for purchasing rune pages.

Why not use players' current rune page count and future rune page purchases for the upcoming "Emotes" feature, and allow all 20 rune page slots to be available to everyone. So when emotes go live, players are able to have as many emote pages as they have rune pages at that point in time, and have emote pages just be bundled with rune pages until runes go live.

I really think something like this would go a long way to making a lot of players happy, especially when players inevitably find out that all the IP they spent on runes is only really worth a summoner icon.
