[Gameplay] Stormrazor reduced damage on Jhin.

Stormrazor interacts poorly with Jhin's 4th shot. With 0% crit his fourth shot deals less damage with the Stormrazor buff than without it.

Steps to reproduce in practice tool:

1. Purchase only Stormrazor
2. Drop three target dummies
3. Fire three shots at dummy A
4. Wait until Stormrazor guaranteed crit is ready and fire 4th shot at dummy B
5. Fire three more shots at dummy A
6. Fire 4th shot at dummy C, making sure not to have either buff from Stormrazor.

Result: Dummy B has taken less damage than dummy C.
