She is meant to be strong at the moment because she is a new champion.

Riot pretty much ALWAYS overtunes new champions so that they get more gameplay immediately after release.

More gameplay means more data for them to actually get them to a point where they are closer to balanced.

Imagine trying to balance a champion who nobody ever plays. Pretty damn hard.

And of course there is also the fact that people are more likely to shell out money to buy someone who is strong.
