It would only gain 50% or 75% base Health Regen and the combine cost would be reduced by 250 from 915 to 665. That would make it a better pick on Aurelion, Vladimir, Singed, and Rumble who are supposed to survive a bit longer in fights. It wouldn't really help Morde all that much, but it wouldn't hurt him either ...

Strangely enough, Taliyah and Katarina have more base Health Regen than those guys, so I guess they'd like it, too?

Edit: They both even share a blue crystal. Just imagine Rylai stuck the Bracer on a Blasting Wand because he she wanted to be a posh Gandalf and suddenly it started slowing people.

That would significantly buff its Early Game as an item, while in the Late Game it will not really have that much of an impact. Rylai is already rushed as a first or second big item (alongside Liandries) by Mage Supports (Zyra, Brand, Malzahar) in the bot lane.

Whatever change to Rylai is made, they will be the ones that will be affected the most (in case of buffs, they will abuse them).

One weakness of these "Supports" is that they don't have sustain at all. One advantage of them is that they tend to be oppressive in the Early Game. So, you buff their Early Game by ameliorating their weaknesses, making them more powerful right at the time they murder people by giving them a much easier build path.

I prefer to see Vladimir, Aurelion Sol, Rumble and Singed buffed than to buff Rylai, making it a Mandatory Item for them to function from my point of view isn't really Healthy for both the champions and the item.

These so-called "Supports" shouldn't stand in the way of favorable itemization for a less popular class of champions. If a buff like this made them noticeably more obnoxious for one patch (which I doubt it would), it'd just be another reason for Riot to tone them down a bit in the bot lane, maybe shift some power into ratios instead of base values. Because the concept of high damage but low sustain is one shared by almost all Mages, and those filling the Support role should have to make some kind of trade-off for their lack of income aside from having to buy Sightstone. Less damage for a little more sustain seems like a great start to me.

Eventhough Aurelion,Vladimir,Singed,Rumble do not need buffs this is a good change so I agree

Also rylai on katarina is pretty mediocore

More Movement Speed and a small slow on one of his abilities. Options are: One of his Q hits (like Fiora E), W reactivation, E (maybe with a mark system? or maybe in a smaller cone in front of himself), on activation of R or after a short delay on R.

In the pictures of Bracer and Rylai's the crystals are both blue.

At this point I think replacing the amp tome or blasting wand with item 3108 and throwing 10% CDR on it with a minor cost increase would be good.

All of the champions that would want Rylai's want 40% CDR in every game and makes it less of a "I'm only buying this for the slow regardless of how bad the item is" case.

If you want to argue "This will make every mage pick it up"...no, it probably won't. Most typical mages already cap 40% due to Morello's being must-buy on them.

CDR being added to it would benefit, Rumble, Vlad, Kennen, etc far, FAR more than mid-lane mages.

Who cares about health regen?

If you REALLY want to make Rylai's better on battle mages, you want to make it build out of a KINDLEGEM.

CDR is the best battle mage stat that they can't get on their items. They usually build a stacking item or two, boots, at some point they need rabadon's and void staff, that doesn't leave enough space to cap cdr and a lot of them tend to need to use stacking cdr runes to cap it.
